Limitations of the conventional project delivery (CPD) approach in producing quality design documentation: insights from the Ghanaian construction industry

The construction industry plays a pivotal role in the socio-economic development of nations, and the success of construction projects relies heavily on effective project delivery methods. In Ghana, as in many other parts of the world, the Conventional Project Delivery (CPD) approach has been a longstanding methodology. However, despite its widespread use, the CPD approach has faced numerous challenges, particularly in the production of quality design documentation. This article explores the limitations of the conventional project delivery approach, shedding light on insights gathered from the Ghanaian construction industry.

  1. Lack of Collaboration and Communication:

One of the primary limitations of the conventional project delivery approach in Ghana is the inherent lack of collaboration and communication among project stakeholders. In CPD, different professionals, such as architects, engineers, and contractors, often work in silos, leading to fragmented communication channels. This lack of integration can result in misunderstandings, errors, and delays in the production of design documentation.

In the Ghanaian construction industry, where projects are diverse and require interdisciplinary coordination, the absence of effective collaboration hampers the creation of cohesive and comprehensive design documentation. This can lead to discrepancies between what is designed and what is constructed, ultimately impacting the overall quality of the project.

  1. Sequential Nature of CPD:

The conventional project delivery approach follows a linear and sequential progression, where each phase of the project must be completed before moving on to the next. While this may seem organized in theory, it often leads to delays and inefficiencies in practice. In the Ghanaian construction industry, where unforeseen challenges are common, the rigid nature of CPD can be a significant obstacle.

The sequential progression of CPD may result in design changes being implemented late in the process, leading to rushed and inadequate revisions to the documentation. This can compromise the quality of design documentation and increase the likelihood of errors and omissions.

  1. Limited Stakeholder Involvement:

In the conventional project delivery approach, stakeholders are often engaged only at specific stages of the project, such as during initial planning and at project completion. This limited involvement can hinder the development of design documentation that truly reflects the needs and expectations of all stakeholders.

In the Ghanaian construction industry, where community engagement and stakeholder collaboration are crucial, the lack of continuous involvement can lead to design documentation that fails to address the unique contextual and cultural aspects of a project. This can result in designs that are not sustainable, do not meet local standards, or do not consider the long-term needs of the community.

  1. Inadequate Technology Adoption:

The Ghanaian construction industry has, to a large extent, been slow in embracing modern technologies for project delivery. Conventional methods often rely on manual processes for design documentation, leading to inefficiencies and a higher likelihood of errors. Limited use of Building Information Modeling (BIM) and other advanced technologies in the design phase can hinder the production of accurate and high-quality documentation.

In contrast to CPD, more modern and collaborative project delivery methods, such as Integrated Project Delivery (IPD), leverage technology for real-time collaboration and information sharing. The adoption of such technologies is crucial for enhancing the quality of design documentation in the Ghanaian construction industry.

  1. Insufficient Risk Management:

Effective risk management is integral to the success of any construction project, and design documentation plays a key role in identifying and mitigating potential risks. The conventional project delivery approach often falls short in this aspect, as the focus tends to be on addressing risks as they arise rather than proactively managing them during the design phase.

In the Ghanaian context, where projects may face challenges such as unpredictable weather conditions, political instability, and resource constraints, a more comprehensive risk management strategy is essential. CPD’s limited emphasis on upfront risk identification and mitigation can result in design documentation that is ill-prepared to handle unforeseen challenges.

While the conventional project delivery approach has been a longstanding methodology in the Ghanaian construction industry, it is crucial to recognize and address its limitations, particularly in the production of quality design documentation. The challenges outlined, including a lack of collaboration, the sequential nature of CPD, limited stakeholder involvement, inadequate technology adoption, and insufficient risk management, highlight the need for a more adaptive and integrated approach.

Moving forward, the Ghanaian construction industry can benefit from exploring alternative project delivery methods that prioritize collaboration, embrace technological advancements, and involve stakeholders throughout the project life cycle. By addressing these limitations, the industry can enhance the quality of design documentation, leading to more successful and sustainable construction projects that contribute to the overall development of the nation.
